Analysis
On November 1, 2016 City Council awarded an agreement to KForce, Inc. for temporary staffing in the amount of $50,000. KForce, Inc. has been utilized more than was expected bringing the need to increase the agreement to $130,000.
Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.
DIR provides statewide leadership and oversight for management of government information and communications technology. DIR has served in a leadership role to facilitate the state’s economic competitiveness through its ability to deliver quality information resources commodities and services at the lowest prices and best value for state and local government as well as the K-12 public and higher education systems
The DIR contract began August 5, 2016 and will expire August 4, 2020.
Financial Consideration
The City spends an estimated $130,000 annually on technology related temporary staffing. Payments for these items will be made from various accounts and from salary savings from vacant positions.
