Analysis
The Utilities Section of Public Works regularly must cut into existing pavement to make new service connections as well as to repair wastewater lines that have collapsed or missed aligned due to active soil movements, traffic loading, root intrusion and other factors.
The Street Division is unable to keep up with the repairs leaving large areas of the City with temporary asphalt repairs on concrete streets. Some of these "temporary repairs" have in effect become permanent in the view of customers due to an extensive backlog.
While we regularly budget funds in the Water Capital Projects Fund for repair of utility cuts, we have not to date tapped the Wastewater Fund. Approximately 50% of needed repairs are on the wastewater side.
Financial Consideration
Funding for the repair of wastewater utility cuts is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01413703 (FY14 Utility Cuts).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2013/14 Capital Improvement Projects Budget be amended by transferring and appropriating $400,000 from the unobligated fund balance in the Wastewater Capital Projects Fund to WO #01413703 (FY14 Utility Cuts)
