Price agreement for police badges from SA-SO, Inc., (up to $16,000 annually) for one year with the option to renew for four additional one year periods totaling $80,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
The Police Department of the City of Grand Prairie, in order to comply with Texas law and to conform to best practices among law enforcement agencies, issues badges to all sworn members as a distinctive emblem of their office. The type of badge each sworn member receives is based on the person’s rank and intended use, (uniform, outer garment, or wallet). Additionally, the Department will provide resurfacing and cosmetic restoration as the issued badge becomes damaged or worn through use.
Notice of bid #17145 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 13 vendors. There were no Grand Prairie vendors available for this commodity. Four bids were received as shown on attachment A and were evaluated for the best value.
SA-SO, Inc's bid response meets all specification requirements and is recommended for award.
Financial Consideration
Funds are available in FY 2017/2018 General Fund budget 281210-60280 (Clothing Supplies) and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year’s approved budgets.
