Analysis
Purchase of a 2016 Ford Taurus SEL full-size sedan from Caldwell Country, in the amount of $25,240 through a national inter-local agreement with TXMAS SmartBuy to be utilized by the City Council to go to meetings, trips and city events.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. Each to perform governmental functions or services including administrative functions normally associated with the operation of government. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS.
The TXMAS SmartBuy is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
The TXMAS SmartBuy contract #071-A1 began 09/01/2013 and will expire on 08/31/2016.
Financial Consideration
Funding for the purchase of a 2016 Ford Taurus SEL full-size sedan from Caldwell Country, in the amount of $25,240 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Fund (402590) to WO #01513203 (CC Vehicle).
