Analysis
The Mountain Creek Interceptor System is one of the five major interceptor systems that convey wastewater to the TRA Central Regional Wastewater Treatment Plant. TRA plans to re-construct a portion of the Mountain Creek Fish Creek Interceptor, Segment MC-3 Project in North Fork of Fish Creek (Prairie Creek) of the City of Grand Prairie.
Approximately 288 linear feet of 36-inch diameter of this Wastewater interceptor pipeline is proposed to cross the Right-Of-Way of Great Southwest Parkway at the proposed future Great Southwest bridge at Prairie Creek. The City of Grand Prairie has plans to construct the roadway, bridge and utility improvements for phase I of Great Southwest Parkway from Sara Jane to Forum Drive. In order to avoid having two contractors working in the same area, City and TRA Staff have discussed including this portion of the TRA main as part of the City Project. In order to perform this work, TRA has proposed the attached interlocal agreement to allow the City to construct this segment in conjunction with the roadway and bridge improvements. The City will be reimbursed for the TRA interceptor construction costs.
The original agreement approved by the Grand Prairie City Council on November 15, 2016 provided that TRA will pay for the line segment not to exceed $275,000. Since the City's bid exceeded this amount for this section of pipeline, TRA raised the cost authorization prior to the city awarding the construction contract to $330,135.
