Analysis

Despite beginning discussions with AT&T nearly nine (9) months ago regarding necessary relocation of critical AT&T communications cables, the new City Hall project recently reached a critical impasse where construction was being delayed due to the lack of action on the part of AT&T.

The City received the long-awaited Application and Letter of Agreement for Construction Services from AT&T on Thursday, November 29, 2018.  Because AT&T requires their equipment and communication cabling to be serviced only by AT&T, no bid process was able to be undertaken and costs associated with the agreement between AT&T and the City of Grand Prairie were applied to the relocation work required.  Due to the critical nature of the emergency situation, the City awarded a contract to AT&T Texas in the amount of $60,556.

Financial Consideration

Funding for the emergency in the amount of $60,556 is available in Municipal Facilities Capital Projects Fund (405090) W.O. #01801601 (Municipal Complex)
