Analysis
The City's Water Master Plan calls for replacement of the 1 million gallon Robinson Road Elevated Water Storage Tank with a 2 million gallon tank to accommodate the growth of the city. The plan calls for the replacement of the tank and a 30"/36" water line to provide adequate supply to the tank. The plan called for these facilities to be built in FY 2020/2021 and the CIP shows proposed funding in those years. However, the growth of the city and in particular expansion along the 161 corridor and a preliminary analysis of needed water line routing reveals that the available route will require considerable right-of-way/easement acquisition and design time that will likely take two or more years.
The tank construction will need to be coordinated with the planned demolition and relocation of Fire Station No. 3. However, at the time the tank is constructed we need to have the 30"/36" supply line in place. Since we anticipate at least 2 years of land acquisition and design before we can bid the water line, we need to move forward with the easement acquisitions for this project in order to meet the projected timeline for the tank replacement.
Funds requested today will allow for the acquisition of a permanent water main easement and temporary construction easements required for construction of the new 30" water main on Robinson Road. The project limits are from SH 161 to SE 4th Street.
